This list of programs and services that have been impacted by COVID-19 and related emergency declarations is being updated regularly. While we try to post the current information, it is also a good idea to call ahead to make sure appointments and facilities are still open to the public.
All critical city services and emergency services will continue to operate as usual. Call 911 in an emergency. Household garbage, recycling and yard waste pickup continues on regular schedules.

Residents can also call the Tarrant County Public Health hotline at 817-248-6299 for information about COVID-19.
Residents can submit requests using the MyFW app. Use the app to report issues such as potholes, streetlights and stray animals. Download the free MyFW app from the Apple App Store or Google Play.
You can also use MyFW Text to report an issue. Simply text HELLO to 817-835-6939. You will then get a prompt to provide information on the issue.

Animal Care and Control
Online applications for adopting dogs, adopting cats or fostering dogs and cats are available.
Screening for COVID-19 symptoms are in place at public entrances of city facilities with frequent public visitors. Staff is asking all visitors if they are feeling sick and will check temperatures with a forehead thermometer. Anyone with a temperature of 99.6F or greater will be asked to leave and contact a health care provider. Anyone who refuses to have their temperature taken will not be allowed to enter.
City Call Center
The Call Center can assist residents with information on city services and contact information for city departments. Residents can submit requests by phone at 817-392-1234, by reporting online, by texting “Hello” to 817-835-6939, or by downloading the MyFW App on the App Store or Google Play.
To promote social distancing, seating will be limited. Remote presentations are recommended. To sign up to speak, use the link on the agenda call 817-392-6150 or email the City Secretary Residents planning to make an in-person presentation should arrive early to ensure seating is available.
Public information requests
Due to the shelter-in-place order that went into effect at 11:59 p.m. on March 24, 2020, Fort Worth City Hall is not fully open for business and is only operating with a limited crew of essential personnel.
Therefore, in accordance with the guidance issued by the Office of the Texas Attorney General, this is not a “business day” for purposes of Chapter 552 of Texas Government Code, the Public Information Act and all PIA-related processes are currently paused.
On the date that the city resumes “business days” under more normal operations, all previously received requests will resume processing and any requests submitted during the period of limited personnel will be officially noted as being received and begin being processed.
Public information requests can be entered by one of the following approved delivery methods:

Code enforcement officers are practicing social distancing by contacting residents by phone, email and/or written notice. Submit complaints online or contact a code officer directly.
CAP is accepting mail-in applications. For electric, gas or propane utility bill assistance, download an application or call 817-392-5720 and ask to have an application mailed.
Starting March 26, free evening meals for children will be available at 20 City of Fort Worth community centers. Learn more information about the program and find a participating location.
The staff is working remotely to assist neighborhoods. All educational presentations for children and adults have been suspended until further notice. Registered neighborhood association and alliance leaders will continue receiving the Community Engagement Weekly Bulletin as new updates about city services and policies are available. Leaders are encouraged to share the bulletin with all neighbors via email, web and social media. All neighbors may also view updates via the NextDoor app.
All mobile collection events have been reinstated at the Environmental Collection Center. Some cities have chosen not to hold mobile collection events this year due to the pandemic. Individuals from participating cites should check the City of Fort Worth website or contact their city representative directly regarding mobile collection unit scheduling and times. Staff at the Environmental Collection Center continue to practice social distancing and safety protocols during all mobile collection events.
The Development Services Department will only be accepting applications through our online permitting system (Development Online) or by scheduled appointment starting March 23. The Economic Development Department is available to answer any questions about business impacts or financial assistance programs that are available to support business owners. There are a number of financial services partners located at the Business Assistance Center. Business information on these pages are updated regularly.
Environmental Quality teams are practicing social distancing by communicating via conference calls, Webex, emails or phone calls and/or written notices, whenever possible.
The EnVision Center at MLK Community Center is operating; however, the building is closed to the public until further notice. Applications for the EnVision Tuition Assistance Program are being accepted via email.
EnVision Center personnel are available by phone, email or video-conference 8 a.m. to 5 p.m. Monday-Friday to provide in-depth consultations on tuition assistance eligibility, the application process and required documentation as well as workforce training and short-term certification programs, High School Equivalency (HSE/GED) completion, apprenticeships, literacy education and ESL programs.

Report emergencies by dialing 911.
The Fort Worth Fire Department is taking additional steps to ensure the health of firefighters and residents. These steps include limiting exposure by sending one crew member into a situation to evaluate, wearing a P100 mask and taking in as little equipment as possible. If there is any reason to believe the call may be related to COVID-19, fire personnel will don a gown or Tyvek suit.
Hazel Harvey Peace Center for Neighborhoods
The building at 818 Missouri Ave., which houses multiple city departments and services, is open to the general public.
Homebuyer Assistance Program (HAP)
All HAP applications must be submitted online; walk-ins will not be accepted until further notice. To learn more, contact Lilia Escobedo at 817-392-7395.
On June 30, seven additional Fort Worth Public Library locations will begin offering curbside service 10:30 a.m.-6:30 p.m. Tuesday-Friday and noon to 5 p.m. Saturday. New curbside service will be available at the Central Library, East Berry, Meadowbrook (formerly eSkills), Northside, Riverside, Ella Mae Shamblee and Wedgwood locations. Seven other locations are already reopened to offer curbside service and also limited walk-in service during the times listed above. They are Diamond Hill/Jarvis, East Regional, Northwest, Ridglea, Seminary South, Southwest Regional and Summerglen.

Visitors may stay no longer than one hour, including computer use and material checkout.
Building occupancy will be limited to no more than 25% of each location’s capacity. Customers will be directed to check out items using the self-service checkout kiosks.
In-person programs will not be offered at this time. Follow the Library’s social media channels for regular updates on online programming.
The digital library, already robust before the health crisis, has expanded to offer more resources.
eCards allow Fort Worth residents to access the Library’s digital resources. Apply for an eCard online. Library cards due for renewal have been automatically extended for two months. To resolve problems, email the Library.
- Digital library: Go online to browse and check out eBooks, audiobooks, videos, music and more. Enjoy them from your computer or personal device.
- Material due dates. The Library is not accepting materials for return since facilities and book drops are closed. Keep the materials until libraries reopen. The Fort Worth Public Library stopped charging fines for late materials last year. If materials are from inter-library loan or a MetrOPAC library and were borrowed through the Fort Worth Public Library, there will be no late fines.
- On-hold items. Items placed on hold will be waiting when buildings reopen; no action is necessary.

Movies That Matter
Film screenings for August and October have been rescheduled for 2021. Watch for a special December 2020 film screening celebrating the 10-year anniversary of Movies That Matter.
Fort Worth Municipal Court’s first-floor service windows will reopen 8 a.m. to 5 p.m. June 1 at the A.D. Marshall Public Safety and Courts Building, 1000 Throckmorton St. Capacity will be limited.
Court on Demand allows the public to appear remotely to perform many court functions, including entering pleas, requesting payment plans, community service, compliance dismissals, driver’s safety course, deferred disposition (probation) and others. All that is required is a stable internet connection, a video device with a microphone and a working email address. This will allow residents to receive and sign documents electronically. Request a virtual courtroom appearance by calling 817-392-6700 or visiting the municipal court website. Select the “Let’s Chat” icon 8 a.m. to 5 p.m. Monday through Friday.
Neighborhood Empowerment Zones (NEZ)

Park & Recreation

Community centers are currently operating 8 a.m.-5 p.m. Monday-Friday. Accessibility is available for designated centers’ fitness areas under a membership-based category with preregistration for designated times. CAP services are available online or curbside as needed. Centers are not open for general operations.

Park and Athletic Field Reservations
Residents may continue reserving park facilities for fewer than 10 attendees. Athletic field reservations are available for groups of fewer than 10 participants on practice fields. Effective June 19, larger events are allowed in accordance with the Governor’s recommendations for outdoor events(PDF, 719KB).(PDF, 719KB) Athletic field reservations will be allowed in accordance with the governor’s recommendations for Recreational Sports Operators(PDF, 787KB) and Youth Sports Operators(PDF, 798KB), depending on the type of field use, effective the same date. Residents may resume reserving park facilities for fewer than 10 attendees. Athletic field reservations are available for groups of fewer than 10 participants on practice fields. Games with fewer than 10 participants will be allowed after June 15. For reservations, call 817-392-5718.
Dream Park and Patricia Le Blanc playgrounds are closed. Use of the 203 additional playgrounds is highly discouraged.
Parks and trails are open provided individuals comply with the six-feet social distancing requirement.
McLeland Tennis Center indoor courts will reopen; no more than 10 players are allowed at one time.
All basketball and volleyball courts in the parks system are closed.
Please follow these guidelines provided by the National Recreation and Park Association when visiting parks and trails.
- Do not use the park or trails if you are exhibiting symptoms.
- Follow the CDC’s guidance on personal hygiene.
- Be prepared for limited access to public restrooms or water fountains.
- Share the trail and warn other trail users of your presence and as you pass.
- Observe the six-feet social distancing requirement at all times.
Fort Worth will not open its swimming pools this summer due to health concerns related to COVID-19. The 2020 season is canceled at Forest Park and Marine Park pools and Sycamore Sprayground.
Rising coronavirus infection rates present an increased risk to pool staff and patrons. Public pools consistently rank high on several lists of coronavirus risk activities. The Park & Recreation Department will coordinate with the Fort Worth Drowning Prevention Coalition to offer virtual dry-land water safety education courses to Fort Worth youth.
Fort Worth Botanic Garden
The Botanic Garden remains open during normal hours of operation. The first and last hour of the day (8-9 a.m. and 5-6 p.m.) are reserved for GROW members. Online ticketing is in place, allowing contactless payments. The Garden Center will be closed except for ticketing and access to restrooms. The Trellis Gift Shop will open with limited capacity, allowing four guests at a time.
Fort Worth Nature Center & Refuge
The Nature Center remains open 8 a.m. to 5 p.m. weekdays only. Online ticketing will be in place, allowing contactless payments. The Hardwicke Interpretive Center will remain closed. Online reservations will be required for available daily outdoor programming.
There is a limit of two guests in the clubhouse at a time, and guests and staff are required to wear facemasks while in the clubhouse. A full food service menu is available, but service is for take-out or outdoor patio dining only. On-course restrooms are closed.

Haws Athletic Center
HAWS Athletic Center, 600 Congress St., will reopen for limited activities 8 a.m. to noon Monday through Friday starting Aug. 10.
Log Cabin Village
Starting July 7, Log Cabin Village will be open from 9:30 a.m. to 3:30 p.m. Tuesday through Saturday. The last admission will be sold at 2:45 p.m. Visitors are asked to make reservations online to help maintain social distancing; walk-in visitors will be accepted if space is available. All visitors will be subject to temperature screenings. The Village is temporarily extending the group rate admission of $4.50 to all visitors, with the option to purchase a hands-on Time Traveler bag for an additional $20.
Summer Day Camps
The Park & Recreation Department’s Camp Fort Worth begins June 29. Sessions will operate 8 a.m. to 5 p.m. Monday-Friday. Extended care outside of these times will not be available. Campers may register weekly for up to six weeks.
Summer meals program for children
Beginning June 29, Fort Worth community centers provide free summer meals to children who might otherwise go hungry. Service is available 11:30 a.m.-12:30 p.m. Monday through Friday. This service will end after Friday, Aug. 7.

Exceptions will be made for fingerprinting to individuals that need their fingerprints taken on fingerprint “hard cards” for health care licensing purposes. Individuals can call 817-392-4167 for an appointment.
If the fingerprints are required to be sent electronically, they will need to contact an “electronic” fingerprint vendor to have these prints taken and submitted. A search online can provide the closest vendor.
To file a police report, use the Fort Worth Police Department’s online report tool. This tool allows anyone to submit a report immediately and print a copy of the report for free.
Online police reports must meet certain criteria:
- The reported incident is not an emergency.
- The incident occurred inside the Fort Worth Police Department’s jurisdiction/city limits.
- Once a report has been generated, the reporting party will see the words, “Your online police report has been submitted.” The party will be provided a report number and the option to print a copy of the report for personal records.
The online reporting tool is limited to certain crimes:
- Harassing phone call.
- Identity theft.
- Theft from a vehicle.
- Shoplifting (with no suspect information).
- Theft of service packet.
Additional report types may be added in the near future.
Police Oversight Monitor

Property and Records Management. The FWPD Property and Records Management Division, 1000 Calvert St., is closed to the public. To obtain a copy of an offense report, an accident report or to file an open records request, call 817-392-4160 or email.
Warrant/Identification. The Warrant/Identification Unit office at 350 W. Belknap St. is closed to the public. To obtain fingerprinting, background checks, criminal history or clearance letters, call 817-392-4168 or email.
For Procurements currently out for bid and new bids: so long as the bid is received in Purchasing by the deadline, bids are being accepted by mail, or in the lobby at the South End of City Hall from 8:30 a.m.-1:30 p.m. on Thursdays.
If the bidder wants to submit the bid earlier, they will need to call Purchasing at 817-392-2462 to make an appointment for Purchasing to pick up the bid Monday through Friday between 8:30 a.m. - 5 p.m. at the South End lobby at City Hall, located at 200 Texas Street, Fort Worth, Texas 76102.
Beginning on April 2, 2020, the public will be able to watch public bid openings via livestream on Fort Worth TV. The city opens bids at 2 p.m. on Thursday. The live stream will begin at 1:45 p.m..
Household garbage, recycling, bulk and yard waste pickup continues on regular schedules. The four drop-off stations and the Environmental Collection Center are open, but residents are asked to remain in their vehicle and show an approved identification (CFW water bill or driver’s license) through the window upon entering.
In addition to COVID-19 changes, the increased rain has also caused some flooding. To report street flooding or clogged storm drains, please use the MyFW app or call 817-392-1234.
Transportation & Public Works
Construction continues as normal on all projects; however, public meetings related to upcoming capital improvement projects have been canceled or postponed. Presentations for meetings currently on the calendar will be recorded and will be available on project pages. For information related to a specific project, please call or email the Project Manager listed on the page.
All administrative services provided by Transportation & Public Works that are deemed “essential” will be conducted by appointment only. Appointments with the public will initially be scheduled on Mondays, Wednesdays or Thursdays. Members of the public are advised to contact the appropriate division for their related business purpose and if deemed essential, schedule an appointment as outlined below.
Once appointments have been scheduled, please arrive at the facility a few minutes in advance to allow for appropriate verification of appointment and temperature screening to gain entry into the facility.
- Traffic/Construction Street Use Permits: Contact Charles McClure at 817-392-7219.
- Valet Permits, Vehicle for Hire, Loading Zones or Employee Parking Passes: Contact Peter Elliott at 817-392-7977.
- Utility/Street Cut Permits: Contact Mark Stefanik at 817-392-7661.
- Vault Access: Contact Ashanti Turner at 817-392-8426. It is recommended that vault records be requested online.
Data collection for speed mitigation and traffic calming has been put on hold due to atypical traffic patterns.

Bike to Work Week has been postponed to Sept. 21-27, with Bike to Work Day coinciding with Car-Free Day on Sept. 22.
Volunteer Income Tax Assistance (VITA) sites are operating. Call 211 to get updates on phone numbers and hours to complete income taxes remotely. The federal income tax due date has been extended to July 15, 2020.
Nonpayment: Fort Worth is ensuring customers have continued access to potable water for handwashing and personal hygiene during this emergency by temporarily halting disconnections due to nonpayment, with the overriding goal to halt the spread of COVID-19. This applies to all active residential, commercial and industrial accounts.
Utility staff will continue to review accounts each billing cycle, water bills will continue to be sent out and delinquency notifications will be sent out under the normal process. Service interruptions for nonpayment will resume at a later date.
- Late fees: Knowing some customers are unexpectedly unemployed because of COVID-19, Fort Worth is suspending charging late fees on its utility bills. This measure applies to bills with due dates from April 1 through June 30. The action does not forgive past late fees owed. Customers experiencing financial hardship due to the COVID-19 event should call 817-392-4477 between 7 a.m. and 7 p.m. to make payment arrangements.
Customer service walk-in lobby: The Fort Worth Water customer service lobby, 908 Monroe St., reopens June 29. Customers must wear facemasks and maintain social distancing. Customers who prefer in-person transactions can make water bill payments, set up, discontinue or transfer service or make payment arrangements.
The process for obtaining contractor meters (fire hydrant meters) will remain contactless, as it is today. All paperwork and communication is handled electronically and via phone. There is no in-office, person-to-person processing. When picking up the fire hydrant meter from meter services at the Holly Complex, the contractor is required to wear a mask and observe six-feet social distancing. To achieve the social distancing, staff leave the meter on a table for pickup by the contractor.
Remote payment options
- Fidelity Express. Bring both portions of your current bill to any participating Fidelity Express location, which are usually located in grocery and convenience stores. You can use Fidelity Express locations in Tarrant, Denton, Parker, Johnson and Dallas counties. Find a Fidelity Express location near you. Make sure “City of Fort Worth Water” is on the list below the location’s name to ensure the merchant accepts City utility bill payments. Only cash payments are accepted, and a $1.50 processing fee will be charged by the location. The payment will post to your account the next business day.
- Drop box. A 24-hour payment drop box is located on the south side of the Fort Worth City Hall Annex, 908 Monroe Street. Pay with check or money order only to ensure proper credit. Do not pay with cash.
- Online. Customers can set up an online account or make one-time payments without registering an account.
- For one-time payments, customers will need their full account number (before and after the dash) to use this option.
- To register an account, provide the full account number (before and after the dash) plus cycle and route numbers. This information is on billing statements or customers can obtain it by calling 817-392-4477. Cycle and route numbers are a recent addition to the paper billing statement and change periodically to optimize the meter-reading routes. Once registered with H2Online, customers can elect to stop receiving paper bills.
- By phone. Call 817-392-4477, select Option 2 and follow the automated system prompts. For faster processing, have your utility account number, and checking account or credit card information readily available before you call.
- By mail. Make checks payable to the Fort Worth Water Department. Do not send cash in the mail.

Industrial pretreatment and backflow/cross-connection control. At the Holly Complex, visitors are not being accepted for the Industrial Pretreatment and Backflow/Cross-Connection groups about grease trap or food service establishment permits and backflow/cross-connection control concerns. Customers are being instructed to call one of the numbers below for assistance or if they have paperwork, they may drop it in the silver drop box on Fournier Street. Any regulatory or compliance meetings will be scheduled by appointment only at City Hall. Plan review and related questions are being directed to the Water Applications Section on the lower level of City Hall.

- Backflow/Cross-Connection: 817-392-8375.
- Homeowners association, neighborhood association and scout troop meetings scheduled at any water plant through April have been canceled.
- Neighborhood public meetings related to capital improvement projects have been canceled. Check back for rescheduled dates and times.
Non-City of Fort Worth programs and services
Business closures and hours of operation
Because of the increased restrictions that were put into place last week, please call a business before visiting. Businesses may be closed or have modified hours. For a list of types of businesses with mandatory closure, visit the city’s main COVID-19 page.
Protect the Fort
Protect the Fort - a combined effort by the City of Fort Worth, the Fort Worth Chamber of Commerce, the Fort Worth Hispanic Chamber of Commerce, the Fort Worth Metropolitan Black Chamber of Commerce and Visit Fort Worth - will launch its Personal Protective Equipment (PPE) initiative May 4 with the financial support of Facebook. The goal is to get as much PPE into the hands of small businesses as possible, as reopening efforts continue to roll out.
Limited supplies are available, and include KN95 masks, single-use vinyl gloves, and hand sanitizer. Sign up at the Fort Worth Chamber of Commerce webpage.
Visit Fort Worth unveiled a webpage to showcase Fort Worth restaurants that offer curbside and delivery service during social distancing. The page features more than 300 restaurants and will be refreshed daily.
Texas Department of Motor Vehicles
The 16 Regional Service Centers are closed to the public for in-person transactions. Services and support will continue to be provided by mail, email and phone while in-person services are unavailable. Visit Texas Department of Public Safety
The Texas DPS will begin reopening driver license offices by appointment only and with limited services. The reopening will happen in a phased approach to allow DPS to keep customers and staff as safe as possible while also adhering to new safety guidelines and social distancing practices in place due to COVID-19. Offices in DPS’ North and Southeast Texas regions, which includes Fort Worth, will reopen with limited services June 3. Customers can begin scheduling appointments at 1 p.m. May 29. Services will be limited to customers with appointments who are seeking a first-time Texas driver license, commercial driver license, learner license or identification card, as well as those who need to take a driving test
Texas Department of Transportation
TxDOT is postponing or canceling in-person public hearings and gatherings. When possible, TxDOT will look to offer virtual participation strategies for public input. TxDOT has closed the lobbies of its 12 Travel Information Centers until further notice. Travelers can still speak with center counselors about road conditions or travel information between 8 a.m. and 5 p.m. Call 800-452-9292 or go online to obtain road condition information 24 hours a day, seven days a week.
Texas Health and Human Services
The agency is encouraging Texans to submit benefit applications and other paperwork online and to reduce foot traffic in the state’s more than 250 eligibility offices.

Trinity Metro ACCESS
The number of ACCESS rides will be reduced, with a focus on only making essential trips. To reserve a trip, please call 817-215-8600.
Trinity Metro ZIPZONE
ZIPZONE services are not impacted by this temporary change. If you need service in the Mercantile Center area, use the ZIPZONE app to request your ride. If you need service in the Alliance area, use the Lyft app to request your ride.
If other alterations are needed, Trinity Metro will provide updates three days before changes are implemented.
