NOTICE TO OFFERORS

CITY OF FORT WORTH

POLICE EVIDENCE & FIRE ARSON

RENOVATIONS

 

Proposals for the Bob Bolen PSC Police Evidence and Fire Arson Renovations located at 505 W Felix Street in Fort Worth Texas will be received at the Purchasing Office, City of Fort Worth, 200 Texas Street, Fort Worth, 76102, until 1:30 P.M on Thursday, April 29, 2021, and will be opened and publicly read aloud approximately thirty minutes later in the Council Chambers.

 

After evaluating the Proposals submitted, the City shall select the Offeror that offers the Best Value to the City and enter into negotiations with that Offeror. The City may discuss with the selected Offeror options for a scope or time modification and any price change associated with such modification. 

 

The last day for questions from prospective Offerors is at 5:00 PM on Wednesday, April 21, 2021.

 

A Pre-Proposal Conference will be held at 10:00 A.M., Thursday, April 8, 2021 at 505 W Felix Street in the Auditorium, Room 1708 A Site Visit/Walk-Thru will be done after the Pre-Proposal Conference.

 

The offers will be valid for ONE HUNDRED TWENTY (120) calendar days.  Estimated construction cost is approximately $1,959,500.  There are no Alternates for this project.  

 

The Offeror will add a 7.5% Owner’s Contingency Allowance on a separate line item on the Proposal form and only the Owner will approve the use of this allowance during construction.  Any Allowance remaining at the end of construction will be retained by the City of Fort Worth.  This Allowance is not to be included in the Base Proposal and will not be used in the Best Value selection process.

 

Refer to the evaluation matrix for the selection of the Best Value Offeror in the Instructions to Offerors.

 

Refer to the Request for Proposal documents for the Minority Business Enterprise (MBE) Information.  MBE participation will be evaluated in awarding this Contract.  The MBE participation goal is 12%.  Offerors must submit the attached Best Value Utilization Form within 5 business days of submitting their Best Value Proposal.  Failure to document proposed attainment will remove the Proposal from further consideration.

Offerors must submit a bid bond with their proposal.  Offeror(s) to whom an award of contract(s) is made will be required to provide Payment and Performance Bonds and provide Contractors General Liability and Statutory Workers Compensation Coverage.

 

Criminal Justice Information System (CJIS) clearance is required for non-city employees who provide support to police department systems or have physical access to police department systems and will be supervising non CJIS cleared employees or subcontractors. These identified individuals are required to complete a Security Addendum, specifically with the City. The Security Addendum must include a full and complete list of each employee with authorized access. Individuals in this category must complete a criminal history check, fingerprint check, and CJIS security training at least 30 days prior to date of the individual's initial access to a Police Department facility with CJIS. All non-police department personnel, including vendors, must review CJIS Security Awareness material and sign a document acknowledging their receipt of training every two years. The criminal history check and CJIS security training are completed through a signed form. The security training also includes an informational sheet to review before signing the acknowledgement form. The fingerprinting cost $10-$12. More information on fingerprinting locations and how to schedule will be communicated to the party that is awarded the contract.
