CITY OF FORT WORTH

Police Department Northwest Patrol Division Facility

 

Statement of Qualifications (SOQs) for the design (design-build delivery method) of the new Northwest Patrol Division Facility in Fort Worth, Texas, will be received at the Facilities Division/Architectural Services Office, Property Management Department, located at 401 West 13th Street, Fort Worth, Texas 76102.  Seven copies of the SOQs must be received not later than 5:00 PM on Thursday, January 19, 2023.

The project will include providing the design and construction for the new Northwest Patrol Division facility. The estimated design-build cost is approximately $16.45 Million Dollar (including all costs, design and construction).  The new Northwest Patrol Division will be located at 3900 Angle Avenue in Fort Worth.  The Design-Build Budget & SOQs do not include the Auto Impound noted in the “Site Development Feasibility Report”.

The City will conduct a two-step process to select the Best Value Design-Build Team for this project: 

  • Step 1 – Request for Qualifications, Design-Build Teams will be asked to submit seven (7) copies (with one marked “Original”) & one (1) USB Drive of their Statement of Qualifications, including an introductory letter, business information and history, office location(s), list of comparable projects, professional qualifications, ability to meet schedules, familiarity of applicable rules and regulations.  The SOQ is limited to 32 pages total.  Cover letters, Part II – general qualifications, and dividers will not count as part of the 32 pages total. The City will review submitted Statement of Qualifications and create a short list of Design-Build Teams to participate in the next step.
  • Step 2 – Request for Proposals, short listed teams will be asked to submit proposals which will include a “Design Build Proposal Form” associated with costs, the Business Equity (MWBE) plan and to participate in team interviews. 

The Business Equity Ordinance (MWBE) goal is:

The Business Equity Goal for Professional Services is 10%.

The Business Equity Goal for Construction Services is 25%.

After selecting the Best Value Design-Build Team in Phase Two, the City will first attempt to negotiate a contract with the selected Design-Build Team.
