The Treasury Division is responsible for effectively and efficiently managing the city's cash and investment portfolios, seeking the highest return possible while complying with Texas Public Funds Investment Act and applicable law. In addition, the Treasury Division is responsible for administration of the city's large and complex debt portfolio, executing vendor and payroll disbursements, and the billing and collection of a variety of city-wide revenue sources.
The Central Accounts Payable service area is responsible for the issuance of payments to all city vendors. This service area validates invoice data entry performed by the various city departments and is responsible for issuance accurate 1099s and the escheatment of uncashed checks to the State of Texas Unclaimed Property division.

The Central Payroll service area is responsible for the disbursement of wages to the city’s 7,000+ employees. In addition, this service area performs all payroll related tax filings and prepares and issues W-2 forms.
The Central Revenue & Collections service area is responsible for the billing and collection of a variety of critical revenue sources. This service area performs billing and collection services and central cashiering for a variety of city departments.
The Debt Administration service area is responsible for developing strategies, managing processes (budgeting and forecasting) and carrying out plans relating to the city’s $3.5+ billion debt portfolio. In addition, this service area provides general administration of the city’s Capital (Debt Issuing) Public Improvement Districts.
The General Treasury (Cash & Investment Management service area is responsible for meeting the city’s liquidity needs through effective cash flow management. In addition, this service area is responsible for managing the city’s investment portfolios as well as a variety of other city-wide treasury functions.
