The Neighborhood Services Department strengthens families and neighborhoods through social services, community development and affordable housing programs. Neighborhood Services consolidates services and programs that focus on building better neighborhoods and improving quality of life for residents. The Neighborhood Services Department encompasses housing, administration of state and federally funded social services programs, public education to increase safety awareness and neighborhood code compliance and beautification.

Fair housing laws ensure individuals and families attempting to buy, sell, lease or finance a home are treated equally. Fair housing laws protect individuals from discrimination based on their race, color, national origin, religion, familial status, gender and disability. The availability of affordable housing in communities where those individuals and families want to live, however, can severely limit fair housing choice.
Housing is considered affordable when the total cost of housing – including rent/mortgage and utilities – is under 30 percent of household income. Watch the following video to learn more about affordable housing and who in the community may need it.
Victor T. Turner
Victor Turner is thNeighborhood Services Department director and comes to Fort Worth from Little Rock, Arkansas, where he was the director of Housing and Neighborhood Programs.
Turner holds a Bachelor of Science in public administration from the University of Central Arkansas and a Master of Public Administration from the University of Arkansas at Little Rock. He is married and has two children.
