SmartFlush

Toilets are the largest single use of water inside the home. Older toilets made before 1994 use 3.5 to 7 gallons of water per flush (gpf). Replacing these older toilets is a smart way to save water and money with every flush.

There are three SmartFlush Programs: Voucher, CARE, and COMMERCIAL.

Qualifying Fort Worth Water residential customers can receive up to two (2) free WaterSense-approved toilets per lifetime of the home through either the Voucher or CARE programs. 

Qualifying commercial customers can receive free high-efficiency toilets for their business once per lifetime of the program. The target is high volume users with multiple toilets on site, such as apartments, hotels, nursing facilities, etc.

All replacement toilets are are white, have elongated bowls, and are ADA/handicapped-compliant.

Toilets are warranted through the manufacturer and the City of Fort Worth assumes no responsibility for defects or performance problems.

 

Toilets are available while supplies last each year. Please allow 6-8 weeks for processing.

Voucher

Provides up to two (2) toilets to qualified City of Fort Worth water customers. Toilets provided at no charge. No installation is provided. If approved for toilet(s) you will receive a paper voucher containing pick-up instructions via U.S. mail in 6-8 weeks.

Toilets should be installed within 30 days. All associated plumbing expenses are the customer’s responsibility. 

 

Step 1.Qualifications

  • Have an active Fort Worth Water Account (Programs are exclusively for Fort Worth residents).. 
  • Own/rent a home built before 1994. If renting, a Landlord Consent Form(PDF, 33KB)  is required.
  • May not have participated in the program previously at the address.

  • All information will be verified with the water utility and Tarrant Appraisal District records.

  • Agree to install the toilet within 30 days and follow proper disposal methods for removed toilets.
  • Toilets are warranted through the manufacturer and the City of Fort Worth assumes no responsibility for defects or performance problems.

CARE

Provides up to two (2) toilets and a no-charge installation to qualified City of Fort Worth water customers over the age 70 OR who meet federal low-income household guidelines of less than 60% of the current Area Median Income level.

 

Procedure for CARE Program for Elderly (Over age 70)

Apply to CARE program. If approved, you will be contacted directly by a city-contracted plumber to schedule a convenient time for a no-charge installation. Please allow 6-8 weeks for processing and scheduling.

 

Procedure for CARE Program for Low-Income Customers

Low income applicants must first apply and have income eligibility approved through the City of Fort Worth Neighborhood Service Priority Repair Program. Call 817-392-7548 or 817-392-8740 to request a list of required paperwork for income verification. Please allow 6-8 weeks after income verification for a city-contracted plumber to schedule a no-charge installation.

Commercial

Qualifications

  • Be an active Fort Worth water customer. 
  • Property must have been built prior to 1994. 
  • Property must have existing high flow toilets over 3 gpf. Retrofitted toilets that are 1.6 gpf do not qualify for replacement. 
  • If you meet the qualifications above, Fort Worth Water Conservation staff may schedule a preliminary site inspection. 
  • If approved and you have requested less than 10 toilets, you will be mailed a voucher to pick up the toilets from the supplier. 
  • If you request more than 10 toilets, we will work with you to deliver the toilets in incremental allotments. Once the first allotment is installed, the next allotment will be delivered. 
  • It is requested that toilets be installed within 60 days. Once allotments are completed, a follow-up inspection may be conducted by Fort Worth Water staff.

What is SmartFlush?

SmartFlush is a no-cost toilet replacement program to promote conservation of water.  There are three versions of the SmartFlush Program.

  1.  SmartFlush Voucher: Customer receives up to two (2) vouchers for a low-flow toilet. Toilet must be picked-up from our vendor. Customer must install toilet themselves or hire a plumber.
  2. SmartFlush Care: For low-income or elderly (over 70 years old). City-contracted plumber installs up to two (2) low-flow toilets.
  3. SmartFlush Commercial: Commercial Customer can receive a voucher for up to 10 low-flow toilets. More toilets can be requested after an initial inspection.
What are the requirements to qualify for the program?

 Must have an active City of Fort Worth water account.

  • Have an active Fort Worth Water Account (Programs are exclusively for Fort Worth residents).

  • Own/rent a home/building built before 1994. If residential customer is renting, a Landlord Consent Form(PDF, 64KB) is required.
  • May not have participated in the program previously at the address.

  • All information will be verified with the water utility and Tarrant Appraisal District records.
  • Agree to install the toilet within 30 days for residential, 60 days or other agreed upon time frame for commercial, and follow proper disposal methods for removed toilets.
  • Toilets are warranted through the manufacturer and the City of Fort Worth assumes no responsibility for defects or performance problems. 
What are the additional requirements for SmartFlush Care?
  •  Must provide birthdate in application to confirm over 70 years of age.
  • To qualify by income, household income must be equal to or below 60% of the Area Median Income (AMI). Contact Neighborhood Services at 817-392-7548 for income verification information for SmartFlush CARE.

     

What are the additional requirements for SmartFlush Commerical?
  • Commercial Customers requesting greater than 10 toilets may have pre-inspection to determine the number of toilets.
  • Commercial Customer must comply with post-inspection to confirm toilet installation if requested.
When should a customer be referred to the SmartFlush program?

A customer should be referred to the SmartFlush program when:

  • They have a toilet leak and meet the requirements.
  • They are interested in programs to help the City of Fort Worth save water and meet the requirements.
  • They need a new toilet and meet the requirements.

SmartFlush toilet Unless a customer also had a toilet leak, the amount of money savings from installing a low flow toilet is approximately $12 a month, according to EPA estimates. The EPA estimates one toilet can save 13,000 gallons a year. Lifetime water savings among thousands of customers is substantial and is why toilet replacement programs are a part of water conservation programs.

What toilet is used in SmartFlush?

The current toilet used for the SmartFlush program is the Kohler Highline Comfort Height K-3989 Class Five Dual Flush Toilet. It is available only in white with an elongated bowl at the American Disability Act (ADA) height. 

The toilet has a 5-year limited manufacturer’s warranty. Contact the manufacturer for warranty information. The City of Fort Worth is not responsible for warranty issues.

How often can a customer use SmartFlush?

The property address can receive up to two (2) toilets over the lifetime of the program.

How do customers apply?
