Grants Management

Grants Management includes the overseeing, planning, and reporting of federal, statewide, and local grant funds awarded to the City of Fort Worth. These grant monies are used to provide programming and funding that align with the U.S. Department of Housing and Urban Development, the State of Texas, and the City of Fort Worth’s community development and affordable housing initiatives.

Notice of Public Hearing at the Community Development Council Meeting Regarding the 2024-25 Action Plan

The Fort Worth Community Development Council will conduct a public hearing on the proposed 2024-2025 Annual Action Plan for the use of HUD grant funds for the 2024-2025 program year. This will be held to provide citizens with the opportunity to participate in the development of the proposed Action Plan. This hearing will be held on May 8, 2024, at 6:30 p.m. in the Victory Forest Community Center, 2427 Hemphill St., Fort Worth, TX 76110.

The proposed plan meets federal requirements under the Community Development Act of 1974 and the National Affordable Housing Act of 1990, as amended. These plans will be submitted to the U.S. Department of Housing and Urban Development (HUD) on or about August 15, 2024, to meet application and regulatory requirements for the Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME), the Emergency Solutions Grant (ESG), and the Housing Opportunities for Persons with AIDS (HOPWA) programs.

ACTION PLAN

The 2024-2025 Action Plan for the City of Fort Worth summarizes the specific activities and proposed expenditures for the CDBG, HOME, ESG, and HOPWA Programs for the upcoming program year, which begins on October 1, 2024, and ends September 30, 2025. The purpose of these funds is to benefit low and moderate-income families, individuals, and neighborhoods throughout Fort Worth. ESG grant funds benefit Fort Worth persons experiencing homelessness and HOPWA grant funds benefit individuals with HIV/AIDS in Tarrant, Johnson, Parker, and Wise counties. Activities and/or programs that receive funding must contribute to the attainment of goals outlined in the Five-Year (2023-2027) Consolidated Plan.

The total amount of grant funds available is estimated at $10,181,502 for the 2024-2025 program year, including $100,000 in estimated program income from the CDBG and HOME programs. The anticipated amount includes approximately $6,994,785.00 in CDBG funds; $3,271,119.00 in HOME funds; $610,543.00 in ESG funds; and $2,576,174.00 in HOPWA funds. The purpose of these funds is to benefit low and moderate-income individuals and areas throughout the City of Fort Worth. ESG grant funds benefit persons experiencing and persons at risk of experiencing homelessness. HOPWA grant funds benefit individuals with HIV/AIDS within Tarrant, Parker, Wise, and Johnson Counties.
