A Senior Contract Compliance Specialist job is available with the City of Fort Worth Water Department Plant Operations Division. This position will be responsible for administering and auditing provider services contracts and will actively manage contract requirements including compliance, renewals, rebids, etc. to ensure services provided and funds expended are in compliance with contract specifications.

Minimum Qualifications:

  • Bachelor’s degree in public administration, business administration, finance or a related field
  • Three (3) years of experience preparing and monitoring federal grants or federally funded community programs
  • Valid Driver’s license

Preferred Qualifications:

  • PeopleSoft Financial Supply Chain Management experience
  • Knowledge of City and State Rules, Regulation and Ordinances related to Municipal Purchasing.
  • Experience with multi-million dollar contracts, technical specifications and capital projects.
  • Strong written and oral communication skills including knowledge of or experience with Microsoft Word, Outlook, Excel and PowerPoint.

The Senior Contract Compliance job responsibilities include:

  • Write construction and industry specific specifications, develop and amend contract specifications as outlined by subject matter experts in the field, and meet with SME to create the bid package to submit to Purchasing and Legal for approval. Create Vendor Service Agreements and liaise with vendors and legal to ensure all are in agreement of terms
  • Research cooperative agreements and/or new vendors for purchasing needs where no current contract exists. Work with Operations, Purchasing and legal staff to implement these contracts as needed
  • Provides administrative support to the department; receives and responds to requests for information; compiles year end reports on vendors, and administers, implements and manages contracts and other department initiatives
  • Create monthly reports to track spending trends and contract capacity. Identify divisional needs for increased spending authority within a contract, and develop M&C for Council approval as needed.
  • Track contracts for renewal and expiration, and ensure no lapse in contract coverage by working with operations, purchasing, vendors and legal to keep all contracts current and in compliance with City regulations.
