The City of Fort Worth’s Community Action Partners (CAP) serves as the Community Action Agency for Tarrant County and provides comprehensive services to economically disadvantaged individuals, families and the elderly. CAP changes people’s lives, embodies the spirit of hope, improves communities, and makes America a better place to live.

Programs and Services

Request CAP Services

Connects residents with social services, such as utility bill payment assistance, senior and youth resources, financial empowerment and employment resources.

Heating, Ventilation and Air Conditioning Repair Assistance

Low Income Home Energy Assistance Program (LIHEAP) assist households with heating, cooling, and energy repairs costs and utility payment.

CAP Works - Case Management

CAP Works provides tuition assistance for short-term certifications and job training to become more financially independent and self-sufficient.

Utility Bill Payment Assistance

Electric, gas or propane bill payment assistance and information designed to increase household efficiency, reduce energy costs and conserve energy.

Financial Compass of Tarrant County

Financial Compass Tarrant County provides financial education to individuals and families to help empower and provide resources towards financial stability.

CAP Advisory Council

The Community Action Partners shall advise and assist City Council in setting priorities and involving low-income citizens in the decision-making processes for program projects initiated with funding from the Texas Department of Housing and Community Affairs (TDHCA).

Veteran Services

We honor our veterans by providing essential support, including resources, job training, and housing, to help them transition to civilian life and enhance their well-being.

Michelle Doonkeen, LCSW

• BA from UT Austin

Doonkeen brings more than 20 years' experience working at ACH Child and Family Services in a variety of leadership positions. Her career focus has centered around community services, counseling/therapy, crisis intervention services, leadership, homelessness, trauma, research, and children and families. Prior to ACH, she held positions in research at a non-profit and a university.
