Economic Development Transparency
The City of Fort Worth, in collaboration with the Fort Worth Economic Development Partnership (EDP), promotes the growth of Fort Worth's economy by encouraging targeted development and redevelopment projects. Incentives are one of the City's tools for attracting, retaining, and encouraging high-quality jobs and investments in Fort Worth.
Economic development incentives are negotiated on a case-by-case basis with new and expanding businesses subject to the qualifications, conditions, and requirements of the City of Fort Worth's tax abatement policy(PDF, 2MB) and Chapter 380 policy(PDF, 2MB). All incentive agreements are subject to approval by the Fort Worth City Council.
Additionally, the City of Fort Worth's incentives are performance-based, with compliance checks completed annually. If a company doesn't meet their commitments, penalties are enforced in alignment with the project's terms – including reduction or forfeiture of the incentive.
Unless otherwise noted, the information on this page reflects active incentive agreements that have been both approved by City Council and executed, which means an agreement has been finalized and is currently in effect. Active projects that have not yet engaged in the City's compliance process as of the end of FY 2025 are noted in their respective sections.

Chapter 380 agreements
Chapter 380 agreements allow the City to provide grants that are based on a percentage of the new incremental taxes created by the project – a combination of real property, business personal property, sales, or hotel occupancy taxes based on specific project requirements.
The grants are generally paid from new taxes generated during the prior year and are authorized under Chapter 380 of the Local Government Code.

Tax abatements
Tax abatements provide a full or partial exemption from new incremental ad-valorem taxes on real and/or business personal property for up to 10 years. These types of agreements are authorized under Chapter 312 of the Texas Tax Code.
