  • The work, including road repairs, on Collier Street between Lancaster Avenue and Texas Street (Phase 6) is complete.

  • The contractor began excavation in West Lancaster Avenue west of Henderson Street for the tunnel under existing utilities to replace segments of a 30-inch cast iron water main.

  • The contractor will demobilize from the site by June 6 for the FIFA World Cup games. All lanes on West Lancaster Avenue will reopen to traffic until July 27, when the contractor will resume work. 

  • The work on West Lancaster Avenue between Florence and Henderson streets is nearing completion. The line flushing, disinfection, and final road repair may not occur until the contractor resumes work in late July.

Note: An Atmos contractor is also doing work in the same areas.

Project overview

Construction started March 3, 2025 to improve water service reliability by replacing old, large cast iron water mains and one sewer main. The replacements on the westside of downtown are in Lancaster Avenue, Summit Avenue, Henderson Street, West 10th Street, West 5th Street, West 2nd Street, Collier Street, West 13th Street and Florence Street.

The construction will occur in 12 phases. The streets in each phase are listed in the Project News section below.

  • Motorists will experience significant traffic impacts at various stages of construction.
  • The water utility and its contractor will work with businesses to ensure at least one point of access is always available.

  • Some businesses will be on a temporary water line during construction. Water meters are removed at this time and billing is based on historical usage data.

  • Construction is estimated to last two years, including a seven-week pause during the World Cup in 2026. Weather or unforeseen issues, such as discovering a conflict with another buried utility, could delay project completion.
  • Construction will occur Monday through Friday from 7 a.m. to 7 p.m. Contractor can request to work on a weekend, if the request is made by the previous Thursday. 

This project is in Fort Worth Council District 9. Construction will impact the Fort Worth Downtown Neighborhood Alliance. Landmarks include Trinity Terrace, First Presbyterian Church, First United Methodist Church, new City Hall, apartments and businesses

Current activity:

No construction work will occur after June 6 until late July because of the FIFA World Cup. Contractor will demobilize and open all lanes to traffic.

Phase 2B

  • Pipe installed and all connections made. Finishing valve vault. Need to flush, disinfect and test, but this may not happen till the contractor remobilizes after the FIFA World Cup.

Phase 3:

  • Installing the large-diameter new waterline from Lake Street to Summit Avenue (eastbound lanes). This part is complete.
  • Replacing existing cast-iron transmission main between Henderson and Collier streets(westbound lanes). Expected completion is undetermined because replacing the existing line may be delayed until the fall,.

Phase 1 (Complete)

  • Florence Street from West Lancaster Avenue to just north of West 13th Street
  • West 13th Street from westside of Henderson Street to just east of Florence Street

Phase 2 (in progress)

  • West Lancaster Avenue from Florence Street to westside of Lake Avenue
  • Phase 2A: Installing a small-diameter water line in West Lancaster Avenue from Florence Street to Lake Street. (Complete)
  • Phase 2B: Installing a large-diameter water line in West Lancaster Avenue from Florence Street to Lake Street.

Phase 3 (in progress)

  • Installing a new large-diameter water line in West Lancaster Avenue from Lake Avenue to the west side of Summit Avenue 
  • Replacing an existing large-diameter water line in West Lancaster Avenue from Collier Street east to Lake Avenue (added to original project)
  • ADDED: Replace existing 30-inch cast iron water line in West Lancaster Avenue between Henderson and Collier streets. Decision is pending on whether work will begin in late July or wait until fall.

Project Meetings

A community construction meeting was held on  Thursday, Feb. 27 at 9:30 a.m. concerning the replacement of large-diameter cast iron water mains that run through the western part of downtown Fort Worth, and, replacement of a sewer line in Summit Avenue.  Lancaster Avenue, and Collier Street).
