Kevin is responsible for the computing systems and voice and data communications for all City departments. This responsibility covers the full breadth of technologies including financial, human resources, department operations systems, network and radio communications systems. Kevin joined the City of Fort Worth in December 2014. He has a distinguished career in government service including active duty U.S. Navy, federal government service and local government experience in the cities of Killeen and Denton in addition to Fort Worth.
Sallie Trotter
Deputy Chief Technology Officer

As Deputy Chief Technology Officer, Sallie Trotter is responsible for general operational oversight for the technology organization as well as strategic collaboration with other departments in the city. She also works externally to build relationships with other governmental and non-governmental agencies that can result in mutually beneficial exchanges. Sallie joined the City of Fort Worth in 2019 and has been in the technology industry for over 25 years. She completed her undergraduate degree in E-Business and received a Master of Business Administration from the University of Dallas. She has experience in retail, higher education, the credit industry, and was an adjunct professor at Texas Wesleyan University School of Business. Sallie is a long-standing member of the Society for Information Management (SIM) DFW Chapter, serving in past board positions with that organization. She currently serves on the Board of All Saints Episcopal church and was recently part of the Dell Local Government Advisory Board. Sallie's largest pending/future challenge will be integrating the City of Fort Worth Ambulance service into the overall City Public Safety eco-system and working to deliver the FW Fiber Broadband project throughout the City.
Mark DeBoer
Assistant Director of IT Solutions
Mark is responsible for Applications (Apps, Database, GIS), Enterprise Resource Planning (ERP), and Artificial Intelligence (AI). He is a graduate of Texas A&M University with 37 years of experience in the information technology field. In 1997, Mark came to the City of Fort Worth as an IT consultant for the Year 2000 technology project. In February 2000, Mark joined the City of Fort Worth's Information Technology Department as a Senior IT Programmer Analyst.
Assistant Director of IT Solutions
Donlen Ruffin oversees Cybersecurity, End User Experience (EUX), and Radio Services for the City of Fort Worth. Since joining the organization in 2020, he has leveraged extensive experience from leadership roles at Alcon Laboratories, Tandy Corporation, Levi Strauss & Co., and Photon Unlimited. Donlen earned his undergraduate degree from Dallas Baptist University and completed Executive MBA studies at Texas Christian University.
With a diverse business background spanning multiple industries, Donlen brings a strategic perspective to solving today’s complex business challenges. He is passionate about building and leading high-performing teams and successfully managed global operations across four continents. His commitment to innovation and collaboration continues to drive impactful business-oriented technology solutions for the City of Fort Worth.
Cynthia Tyree

Cynthia’s area of responsibility is the Strategic Planning Division Project Management and Portfolio Division and IT Finance Division (SPF Bureau).
- The focus of the Strategic Planning division is employee development, employee engagement, and communication. This division is also responsible for grant management, statistical analysis and the human resource administration for the department.
- The Project Management and Portfolio Division is a specialized unit within the organization that focuses on managing projects and overseeing the project lifecycle, from initiation to completion ensuring that projects are delivered on time, within budget and to the quality City standards.
- The IT Finance division handles all technology procurement needs for the City from contract negotiations and execution through to purchasing and receipting.
Cynthia joined the City of Fort Worth in 1989, where she spent the first 27 years of her tenure in public safety (Police and Fire Departments) before joining the technology department. She earned her Bachelor's degree from Texas Wesleyan University and her Master of Public Administration degree from the University of Texas at Arlington.

Bobby Lee

Bobby brings over 25 years of experience in the information technology field. A proud Marine Corps veteran, he served honorably for more than 21 years, including managing enterprise networks under demanding conditions in Iraq and Afghanistan.
He holds a degree from Chapman University and began his journey with the City of Fort Worth in November 2016 as Manager of the Network Team. His dedication and expertise led to his promotion to Senior Manager of Infrastructure in September 2019, and in August 2025, he was appointed Assistant Director – Infrastructure, Operations & Public Safety.
Bobby is passionate about serving those who serve Fort Worth and takes great pride in supporting the City's mission through resilient infrastructure and public safety operations.
