Public Improvement District (PID) 23, established in 2026, supports the Panther Island area. The district is funded through an annual special assessment, which for the current fiscal year us $0.02 per $100 of assessed valuation. PID 23 has no set expiration date.

PID 23 was created to enhance operations and maintenance and to keep the district clean and safe as Panther Island grows. The program will scale with development, focusing on stewardship of the public realm, comprehensive safety and security, and supplemental services that promote the District and support community wellbeing. As implementation moves from formation to full operations, PID 23 will prioritize efforts that strengthen infrastructure readiness, improve the visitor and resident experience, and encourage business activity and cultural engagement across Panther Island.
