Kevin is responsible for the computing systems and voice and data communications for all City departments. This responsibility covers the full breadth of technologies including financial, human resources, department operations systems, network and radio communications systems. Kevin joined the City of Fort Worth in December 2014. He has a distinguished career in government service including active duty U.S. Navy, federal government service and local government experience in the cities of Killeen and Denton in addition to Fort Worth.
Sallie Trotter

Sallie Trotter is the Assistant Information Technology Solutions Director for the City of Fort Worth. In this role, Sallie is responsible for Infrastructure, Endpoint and Data Center. Sallie joined the City of Fort Worth in 2019 and has been in the technology industry for over 25 years. Sallie completed her undergraduate degree in E-Business and received a Master of Business Administration from the University of Dallas. She has experience in retail, higher education, the credit industry, and was an adjunct professor at Texas Wesleyan University School of Business. Sallie is a long-standing member of the Society for Information Management (SIM) DFW Chapter, serving in past board positions with that organization. She currently serves on the Board of All Saints Episcopal School FTW and the Dell State and Local Government Advisory Board. Sallie's largest recent challenge was deploying free neighborhood WIFI through 5 underserved neighborhoods in the City of Fort Worth.
Mark DeBoer
Assistant Director of IT Solutions
Mark is responsible for Applications and Project Management. He is a graduate of Texas A&M University with 33 years of experience in the information technology field. In 1997, Mark came to the City of Fort Worth as an IT consultant for the Year 2000 technology project. In February 2000, Mark joined the City of Fort Worth's Information Technology Department as a Senior IT Programmer Analyst.

Donlen is responsible for Cybersecurity, ERP and Radio Services. Prior to joining the City of Fort Worth in 2020, Donlen served with Alcon Laboratories, Tandy Corporation, Levi Strauss and Co. and Photon Unlimited in a variety of senior management roles. He completed undergraduate studies at Dallas Baptist University and Executive MBA studies at Texas Christian University. Donlen's breadth of IT experience across different industries provides unique insight for solving the business challenges of today. His passion is building and leading highly successful functional teams, and he has managed global teams spanning multiple countries across four continents.
Cynthia Tyree

Cynthia is responsible for Strategic Planning and Finance. The focus of the Strategic Planning division is Employee Development, Employee Engagement and Communications. Additionally, she leads the Finance division, which manages all technology procurement, contract execution, budgeting, mobility/inventory and human resource administration. Cynthia joined the City of Fort Worth in 1989, where she spent the first 27 years of her tenure in public safety (Police and Fire Departments) before joining the technology department. She earned her Bachelor's degree from Texas Wesleyan University and her Master of Public Administration from the University of Texas at Arlington.
