Administration Division

The Administration Division provides the operational, financial, and strategic support necessary for the Municipal Court to serve the community effectively. The Division oversees budgeting, accounting, auditing, purchasing, contract management, human resources, technology, facilities, training, performance management, community outreach, and civil administrative hearings. Through financial oversight, data analysis, process improvement, and long-term planning, the Division helps ensure resources are used responsibly and departmental priorities are achieved. It also supports the Court’s workforce, technology systems, and facilities while promoting compliance with applicable policies and requirements. In addition, the Division serves as a key liaison between the Municipal Court, other City departments, vendors, and external agencies to strengthen coordination, address operational needs, and support the consistent delivery of court services.

Vendor Deliveries

All vendor deliveries should be made at:

 

AD Marshall Municipal Court Building

1000 Throckmorton Street

Fort Worth, Texas 76102

 

Upon arrival, delivery personnel must check in with Marshal staff at the building’s public entrance and identify the recipient or division associated with the order.

Vendors making deliveries that have not been scheduled for a specific time will be directed to a designated waiting area until an Administration Division representative is available to receive the items. Larger deliveries requiring access beyond the entrance must be coordinated in advance, and delivery personnel must remain escorted while inside the building. Vendors should not leave packages unattended or proceed beyond the security area without authorization.

Food Deliveries (Uber, Doordash, etc.)

Food delivery drivers must contact the customer directly upon arrival and meet them outside the building’s secure screening area. Drivers should use the customer’s telephone number and delivery instructions provided with the order. Please do not ask security staff to locate or contact the customer.

If the customer is unavailable, the order must be placed on the designated food delivery table inside of the AD Marshall Municipal Court Building. Use the north ramp entrance and the table is located just before the security checkpoint. Orders should not be left at the security desk or taken beyond the screening area. The City of Fort Worth and Municipal Court security staff are not responsible for food orders left at the designated location.

Administrative Services Manager

Jacob Lohse has served as Administrative Services Manager for the City of Fort Worth Municipal Court Services Department since April 2025 and has been with the City since 2018. He brings more than 20 years of local government experience and holds bachelor's and master's degrees, including a Master of Public Administration from the University of North Texas.
