Community Action Partners

Empowering People – Building Communities – Changing Lives

The City of Fort Worth’s Community Action Partners (CAP) program serves as the Community Action Agency for Tarrant County and provides comprehensive services to economically disadvantaged individuals, families and older adults. CAP receives Community Services Block Grant (CSBG) funds and Comprehensive Energy Assistance Program (CEAP) funds and is a division of the Fort Worth Neighborhood Services Department.

CAP provides financial assistance to qualified Tarrant County residents for the following:

Electricity
Natural gas and propane
Water
Case management/financial empowerment
Rent assistance

In-Person & Online Applications Return in 2026

Community Action Partners has reached capacity for 2025 and is no longer accepting applications for the remainder of the year.

Our team will continue processing all submitted applications and anticipates reopening in January 2026. We remain committed to supporting vulnerable residents, including seniors (60+), individuals with disabilities and families with young children. Thank you for your understanding and continued support. For updates, please follow us on social media. If you require assistance with social services, please call 211 Texas/United Way Helpline, which provides free referral services to those in need 365 days a year, 24 hours a day.

Funding Still Available for Veteran Services

Funding is still available through our Veteran Services Program to support veterans and their families with crucial one-time financial assistance. This includes help with rent, mortgage and utilities — essential support designed to prevent homelessness and strengthen stability for those who served.

These services are made possible through grants from the Texas Veterans Commission and are available to veterans and their families throughout Tarrant County. If you or someone you know could benefit from this support, please reach out to us and apply. We’re here to help our veterans stay secure, supported and moving forward.

CAP Advisory Council

The Community Action Partners shall advise and assist City Council in setting priorities and involving low-income citizens in the decision-making processes for program projects initiated with funding from the Texas Department of Housing and Community Affairs (TDHCA).
